Brookings formalizes parklets and sidewalk-dining rules and adopts permit fees

The Brookings City Council voted to codify sidewalk-dining and parklet rules and to add permit fees to the consolidated fee schedule.

Samantha Beckman introduced amendments to the municipal code to allow parklets (small seating or green spaces typically occupying parking spaces adjacent to businesses) following a two-year pilot with Wooden Lakes Brewing Company. Beckman said the pilot was well received and recommended formal code language to allow parklets on side streets while preserving sidewalk-dining opportunities throughout downtown.

At the same meeting Finance Director Ashley Wrench presented resolution 26-016 to incorporate permit fees into the consolidated fee schedule. "These fees are $100 annually for a sidewalk cafe permit and $250 annually for a parklet permit," the staff presentation said. Staff explained the fees are intended to offset administrative review, inspection, coordination and oversight related to public right-of-way use for outdoor dining and seating.

Council members asked staff about limits and safety requirements. Beckman noted parklets are limited to side streets and sidewalk-dining remains available on Main Avenue; she said staff worked with downtown businesses and Wooden Lakes Brewing Company during the pilot to refine operational and safety details.

The council approved the ordinance to codify parklets and the resolution adding fees by roll call.

What happens next: Businesses wishing to install parklets or sidewalk cafes will be required to apply for the appropriate annual permit and pay the adopted fees; staff will provide application guidance and inspection procedures.
