Gilmer council approves multiple budget amendments, grants and a building remodel; one abstention on opioid-settlement participation

The Gilmer City Council met Sept. 23 at Gilmer City Hall and approved a package of routine and project-specific actions, including budget amendments, a building remodel, grant authorization and an interlocal emergency-services agreement.
Mayor Tim Marshall called the meeting to order at 5:15 P.M.; the council approved the consent agenda (minutes from Sept. 9, the August expense report and the September finance report) on a 7-0 vote after a motion by Mayor Pro-Tem Pete Herrmann and a second from Councilmember Jerry Webb.
On a separate motion, the council authorized the Mayor to sign the Subdivision Participation and Release Form for the Purdue Direct Opioids Settlement. Mayor Tim Marshall made the motion, seconded by Mayor Pro-Tem Pete Herrmann; the motion carried with six votes in favor and one abstention by Councilmember Jarom Tefteller.
Councilmember Jarom Tefteller moved and Mayor Tim Marshall seconded approval of a $28,175.00 contract with BJ Upchurch to remodel the unused city building at 414 U.S. Highway 271 S for use as the Community Development building; the motion passed 7-0.
The council also approved Resolution R25-007, authorizing the City Manager to execute documents for the Routine Airport Maintenance Program (RAMP) grant, on a 7-0 vote following a motion by Councilmember Jarom Tefteller and a second from Mayor Pro-Tem Pete Herrmann.
Budget amendments were approved for two items: Ordinance 25-055 amended the fiscal-year budget to fund a Civic Center security-system replacement in the amount of $25,768.63 (motion by Mayor Pro-Tem Pete Herrmann; second by Councilmember Jerry Webb), and Ordinance 25-056 amended the budget for a Community Development Block Grant (CDBG) local funds reimbursement of $18,000.00 (motion by Mayor Tim Marshall; second by Councilmember Jasmine McDowell). Both ordinances passed 7-0.
Councilmember Jarom Tefteller moved to authorize the Mayor and City Manager to execute an Interlocal Agreement for Emergency Services with ESD #1 covering Oct. 1, 2025–March 31, 2026, for $45,000.00; Councilmember Jerry Webb seconded and the council approved the agreement 7-0.
At 5:36 P.M. the council voted unanimously to close the regular session and enter executive session under Article Number $551.071 for attorney consultation about two matters: storm-water drainage along Roberts and Cypress streets and the Interlocal Agreement with ESD #1. The council returned to open session at 6:10 P.M., after which Councilmember Jarom Tefteller moved—and the council approved 7-0—to take no action at this time on both items discussed in executive session.
