Carrollton City Council voted unanimously May 26 to approve a consent agenda that authorized a series of purchases, contracts and reimbursements for city operations and capital projects.
The council approved purchase agreements and contract authorizations that included: a thermoplastic pre-melter trailer from Centerline Supply not to exceed $187,292.89; an International HB607 digger derrick through a cooperative purchase not to exceed $334,009.43; a community funding grant to Christ Community Connections for up to $1,000 plus waived permit and rental fees for a Juneteenth event; a contract for McInish and Josie Ranch restroom site preparation with Concord Commercial Services not to exceed $364,455.45; a temporary staffing agreement with Robert Half for accounting support not to exceed $200,000 for software rollout testing; an LGA Engineering design contract for the 2022 bond streets project not to exceed $1,813,330; a reimbursement to the City of Lewisville for supplemental pavement work on Carrollton Parkway not to exceed $354,138.77 under an interlocal agreement; repair of a groundwater well not to exceed $119,004.25; acceptance of the investment officer’s quarterly report ending 03/31/2026; authorization to execute a 2025 Justice Assistance Grant agreement with the City of Dallas as fiscal agent; an economic incentive negotiation for renovation at 2652 Old Denton Road not to exceed $107,990; a contract amendment with Mesa Design for the Woodlake Lake enhancement project; and ratification of emergency sanitary sewer repairs by Ruts Construction not to exceed $243,835.33.
Parks Director Jonathan Shue told council the prefab restrooms for McInish and Josie Ranch have already been ordered and the contract under consideration covers demolition and site preparation; he said delivery is expected in about 30 to 90 days. On the digger derrick purchase, council asked about useful life; a council member answered approximately 10 years. Staff confirmed the temporary accounting support is for implementation and user-acceptance testing of a new financial system and that the one-time implementation costs are funded from capital funds.
Mayor Steve Babich called for a motion after closing citizen comment on the consent items. Council member Nancy Klein moved to approve items 8–19 and 21–23, with Council member Lisa Sutter asking that item 20 be excluded (item 20 was pulled for additional review). The motion passed unanimously.
What happens next: contract execution and project scheduling will proceed per each contract’s terms; several projects (including Woodlake Lake enhancements and McInish/Josie restrooms) were described as nearing final design or delivery by staff.
