Commission approves Tollaksens' permit to keep three dogs with conditions

The River Heights Planning Commission on May 12 approved a kennel conditional‑use permit for Brett and Lucia Tollaksen to keep three dogs at their home.
Commissioner Noel Cooley moved to approve the permit with four conditions: that dog waste be managed to avoid odor, barking be kept at a reasonable level, dogs be accompanied when outside, and the owners read and understand the city's dog code. Commissioner Anna Lisa Davidson seconded the motion, which carried with Commissioners Cooley, Davidson, Roberts and Chair Keenan Ryan voting in favor; Commissioner Troy Wakefield was absent.
Neighbor Kim Allsop told the commission she lived next door and that her family had not experienced problems with the Tollaksens' dogs, saying they “have kept the fence repaired so the dogs always stay in their own yard.” Lucia Tollaksen told the commission the dogs are indoor animals, that one serves as an emotional‑support animal for her disability, and that “they are kept inside 80% of the time.” Commissioners used conditions similar to prior permits to manage barking and waste concerns.
The permit is indefinite and nontransferable and remains subject to revocation if conditions or city code are violated. No appeal or subsequent action was recorded at the meeting.
