Henderson Council approves consent agenda, recognizes former councilmember, and applies for JAG funding

The Henderson City Council approved multiple routine items and three resolutions at its April 13 meeting.
The Consent Agenda, which included approval of March meeting minutes, tax releases and refunds, and the schedule for FY 2026–27 budget work sessions, passed unanimously.
Under new business the Council approved Resolution 26‑19 recognizing former Councilmember Sara M. Coffey and dedicating a Purple Heart flagpole at the Police Department in her honor; the measure passed unanimously. The Council also approved Resolution 26‑16 to remove former Assistant City Manager Paylor Spruill and former Executive Assistant Tracey Kimbrell as deputy clerks and to appoint Executive Assistant Brandi Dukes as Deputy City Clerk; the resolution passed unanimously.
Police Chief Marcus Barrow briefed the Council on a Justice Assistance Grant (JAG) application (Resolution 26‑18) to fund a specialized indoor drone for emergency response; the grant application does not require a City match and is shared with the County for federal reporting. Council approved the application unanimously; Chief Barrow said funding typically arrives in summer after federal approval.
The Council held a public hearing on Ordinance 26‑02 to close a remaining 500‑foot portion of Whitten Avenue and take public comment. Bill Nicholson spoke in opposition citing access concerns; the hearing was closed and staff said the ordinance will return next month for a vote.
Councilmember Geraldine Champion moved to adjourn; the motion, seconded by Councilmember Michael Venable, passed unanimously and the meeting adjourned at 8:23 p.m.
