North Haledon council approves budget actions, sets estimated 2022 tax levy, and authorizes purchases and contracts

At its May 18, 2022 meeting the North Haledon Borough Council approved a package of budget-related resolutions and routine items, including a budget amendment, consent agenda CA#6-2022, and a tax-billing authorization that set an estimated 2022 tax levy and rate to permit timely mailing of bills.
Under Resolution #97-2022 the council authorized the Tax Collector to prepare and issue estimated tax bills for the borough and set the estimated 2022 tax levy at $35,092,152.42 with an estimated tax rate of 2.948. The resolution states the third installment of 2022 taxes shall not be subject to interest until the later of Aug. 10 or 25 days after estimated bills are mailed.
The consent agenda included routine financial and administrative items: budget self-examination certification, authorization of estimated tax bills, tax overpayment refunds, buy-back payments for unused employee time (listed employees), $1,000 ARPA stipends for listed library and administrative staff, authorization for payment of bills, approval of a community garden refund, and approval of the Jersey Lakeland Region Vintage Chevrolet Club's Motorama car show on May 29 (subject to Recreation Commission approval).
Council authorized the purchase of one 2022 Chevy Tahoe (not to exceed $40,495.74), upfitting (not to exceed $6,158.26), and police equipment (cost $13,874.50) with a CFO certification that sufficient funds are available and an aggregate encumbrance not to exceed $60,528.50. The vendors named in the minutes include Gentilini Motors, MEE, and Major Police and Fire Supply under state contracts.
The council also approved a 24-month professional-services agreement with Valley Medical Group for alcohol and drug testing services, authorized Change Order #1 (final) for the High Mountain School Playground Rehabilitation showing a net decrease of $3,970.00, and approved various tax-refund payments as listed in the minutes.
All motions on the consent agenda and the budget items carried by roll-call vote with members present voting in the affirmative.
