North Haledon adopts rules for brush and tree-material disposal at DPW facility

On May 18, 2022 the North Haledon Borough Council adopted Ordinance #14-2022 establishing Chapter 361 governing brush and tree-material disposal at the Department of Public Works facility (designated as 37 Willowbrook Court).

Key provisions: disposal at the DPW facility is available only to current borough residents who must provide proof of residency; tree stumps are not accepted; logs and branches must be cut to manageable lengths as determined by the facility attendant; residents must personally deliver material and commercial landscapers are not permitted to use the facility unless they are disposing of material from a resident's property in a vehicle no larger than a standard pickup or small trailer without electric or hydraulic dump mechanisms (otherwise a special permit from the Municipal Clerk is required). The ordinance limits disposal days to Tuesday, Thursday and Saturday during normal business hours and authorizes the DPW to refuse materials deemed detrimental to facility operations.

Violations carry fines: not less than $100 for a first offense; $100'$500 for a second offense; and $100'$1,000 for a third offense and/or revocation of disposal privileges.

Clerk Renate Elatab presented the ordinance; Council Member Puglisi moved adoption and Council Member Luisi seconded. No members of the public spoke on the ordinance and the council adopted it on second reading by unanimous roll call.

The ordinance specifies operational details that will be enforced by the Department of Public Works and requires publication following final passage.
