Peterborough Select Board authorizes hazard mitigation consultant, approves $85,000 police vehicle purchase and committee appointment

The Peterborough Select Board on April 21 unanimously authorized a consultant contract for the town’s 2026 Hazard Mitigation Plan update, approved Title VI policy revisions required for federal grant compliance, appointed a new member to the Affordable Housing Committee and approved an $85,000 expenditure from a police fleet capital reserve fund for a new patrol vehicle.
Danica Miller of the Planning Department recommended contracting Jane Hubbard to perform the mandated five-year Hazard Mitigation Plan update. Miller said Hubbard’s proposal was under budget at $9,100 and proposed an efficient schedule of four to five meetings. Chair Tyler Ward moved to authorize execution of the contract and to authorize Chief Walker and Danica Miller to sign necessary documents; Bill Kennedy seconded and the motion carried unanimously.
Miller told the board the Hazard Mitigation Plan update coincides with the Master Plan revision. Bonnie Tucker asked about the procurement process; Town Administrator Nicole MacStay explained the $9,100 cost was below the threshold requiring a formal request for proposals and described the specialized nature of the work as the basis for recommending the consultant.
The board also voted unanimously to adopt Title VI policy updates recommended after EPA feedback to maintain eligibility for federal grants. Bill Kennedy asked whether Google Translate would be acceptable for police translation needs; Miller said the policy permits use of Google Translate and Lt. Xenakis confirmed the police department maintains interdepartmental agreements to provide multilingual support when needed.
Bonnie Tucker moved to appoint Michael Redmond to the Affordable Housing Committee; Tucker’s nomination was approved unanimously.
Chief Guinard requested the Select Board authorize expending funds from the Police Department Fleet Capital Reserve Fund to purchase and outfit a new police vehicle for $85,000 so a surplus vehicle could be reassigned to the assessing department. MacStay said the purchase was already included in the town’s capital plan. Bill Kennedy moved to approve the expenditure; Bonnie Tucker seconded and the motion passed unanimously.
A planned discussion on social services funding was postponed to a future meeting because a staff member was absent. MacStay also reported the town’s 2025 median equalization ratio is 98.4% following the recent town-wide revaluation.
The board adjourned at 5:21 p.m.
