Lakewood committee refers concession lease for nonprofit operator to full council

A Lakewood council committee voted to favorably refer an ordinance to the full council to allow a nonprofit operator to run park concessions at Madison Park, including Beck's Pool, after hearing from the operator and city staff.
The operator, represented by Nyacka, said the group has participated in the North Union Farmers Market and plans to offer concessions at both the market and the park this summer. "We participate in that," Nyacka said, adding the organization is "looking forward to being able to be in both places."
City staff told the committee the arrangement carries no direct cost to the city. "It's 0 — just allowing them to use the facility," a city staff member said, adding the operator will be responsible for utilities and any equipment used in the concession stand.
Committee members asked about menu choices, hours and service during special events. The operator said staff prep runs from about noon to 1 p.m. with service roughly 1 p.m. to 8 p.m., and that they could accommodate extended hours for scheduled concerts or movie nights if given advance notice. The operator also said weekly specials coordinated with Susanna's Cafe by Health Harvest may be trialed at the concessions.
Council member Vargo clarified lease mechanics, saying the term runs through April 2027 with the parties able to negotiate extensions and broad cancellation rights available to either side. "The term of this lease extends to April through April 2027, but by its terms, the parties can negotiate an extension," Vargo said.
Councilman Baker moved to favorably refer the ordinance (transcript: "ordinance 20 25 or 25 20 26") to the full council; the motion was seconded, passed by voice vote and the committee adjourned. The committee did not record a roll-call tally in the discussion, and staff told members the operator is responsible for utilities and equipment under the lease.
