Barnegat Committee adopts salary and building‑code fee ordinances, approves $23.44M bill list and broad consent agenda

Barnegat Township’s governing body unanimously adopted two ordinances and moved a large slate of routine items during its Feb. 3, 2026 meeting.
On second reading the Committee adopted Ordinance 2026-1, which establishes salaries for certain township officers and employees. The motion to adopt was made by Committeeman Joseph Marte and seconded by Committeeman Al Cirulli; roll call votes were Yes from Committeeman Cirulli, Committeeman Marte, Committeeman Townsend, Deputy Mayor Rubenstein and Mayor Pipi.
The Committee also adopted Ordinance 2026-2, amending Chapter 39-2 of the Township Code to revise building subcode fees and certificate-of-occupancy and other permit fees. That ordinance passed on a unanimous roll call.
Following those votes, the Committee approved Resolution 2026-72 authorizing payment of the bill list in the amount of $23,441,141.64. The resolution was moved by Joseph Marte, seconded by Al Cirulli and approved unanimously.
By a single motion the Committee adopted a multi-item consent agenda that included raffle approvals, membership appointments to the Barnegat Fire Department and First Aid Squad, a tax refund referenced in Resolution 2026-74 totaling $23,431.29 to 201 Route 539, LLC, and multiple public works and procurement items. Notable consent items included Resolution 2026-75, authorizing emergency purchase of two 2024 Ford F250s and one 2023 Ford F250 from Gentilini Motors not to exceed $138,000 to replenish the Public Works fleet, and Resolution 2026-80, approving Progress Payment #53 of $153,580.90 to Frankoski Construction Co. for the new municipal building. The consent agenda also awarded FY2025 NJDOT Municipal Aid Improvements to First Street to Swift & Son, Inc. for $469,924.29 and rejected all bids on the Sea Crest Water Tower project with authorization to re‑advertise.
All motions recorded for adoption of ordinances and the consent agenda were carried by unanimous roll call of the five Committee members present.
The Committee then voted to retire into closed session to discuss personnel and litigation matters and adjourned at approximately 10:20 a.m.
