Council members discussed a resident request to install street lighting on East Reindeer Road, Dancer Lane, Prancer Street and Dasher Road — an area Lancaster annexed in 2011 that developed under county standards.
Councilwoman Strandberg said residents in that corridor lack certain city services and asked staff to evaluate whether lighting could be added affordably using existing utility poles. City staff said the annexation service agreement did not require street lights and that the city must follow its general design manual when installing new lights.
Engineering staff provided a rough opinion of probable cost, saying installed street‑lighting fixtures built to city design standards could range broadly but might cost $20,000–$32,000 per pole once equipment, installation and necessary upgrades are included. Staff said Encore (the electric/utility contractor) will install lights at the city’s request but that the city is responsible for fixture costs, installation and monthly utility charges.
Council members debated priorities for capital spending, with several suggesting that road and sewer repairs might have higher immediate need; others said lighting is a safety and quality‑of‑life improvement residents often request. Council directed staff to survey the four named streets, estimate the number of lights required under the design manual, and provide a work‑session briefing and budget estimate for council review.
