Lancaster council approves fire‑apparatus financing, extends Chapter 380 deadlines and authorizes post‑executive‑session actions

At its June 23 meeting the Lancaster City Council approved several items that will affect city finance, economic development and code enforcement.
Financing for fire apparatus: Council approved an ordinance authorizing the issuance of a limited tax note, Series 2025, to pay for the purchase of fire apparatus and equipment for Fire Station No. 4. City staff said apparatus manufacture takes 18–24 months and the note will be repaid within 12 months using tax revenue and the bond debt fund/reserve balances.
Chapter 380 agreements extended: The council approved an amendment to a Chapter 380 economic development agreement with NTT Global Data Centers to extend the deadline for purchase and modify the schedule for city donations to 12/31/2025. Staff said the NTT project would occupy about 108.7 acres, is expected to create 27 jobs at an average wage of $80,000 and has an appraised value of approximately $110,000,000 per the Dallas Central Appraisal District certification. The council also approved a separate amendment extending the signature timeframe for Redwood Dallas SPV LLC from 14 to 30 days, citing the international nature of the firm; all other contract terms remain unchanged.
Consent agenda and Sound Design Studio contract: After discussion and an executive‑session legal review, council added a one‑page standard conditions rider to the Sound Design Studio LLC contract (the Fourth of July production agreement) and adopted the resolution with that rider. Other consent items approved included ratification of emergency sanitary‑sewer repair work by No Dig LLC and awarding an on‑call engineering RFQ.
Executive session outcomes: In closed session council consulted with counsel under Texas Open Meetings Act §551.071 on several property and litigation matters. Upon reconvening, council directed staff to return proposed settlement and resolution documents for litigation concerning 1508 Dewberry Boulevard (Bel Air Place Apartments) and voted to file an agreed judgment and proceed with abatement of substandard conditions at 632 East Reindeer Road.
The council adjourned at 8:30 p.m.
