Castroville CSD delays selecting rate-study consultant; board hears street‑lighting and groundwater agency updates

At its Jan. 20 meeting, the Castroville Community Services District board received updates from staff and directors on several ongoing items including a rate-study timeline, street-lighting ownership and a groundwater agency review.
General Manager James Derbin told the board that work on requests for proposals for a combined water and sewer rate study has been delayed by holiday scheduling and that it will likely be a couple of months before the district is ready to select a consultant. No selection vote was held.
Derbin also reported he is working with PG&E representatives to correct billing and ownership records for Castroville Zone 1 and Moro Cojo Zone 2 street lighting. He said lighting on Union Circle appears to be owned by the homeowners association rather than the district. Separately, Derbin noted that the North County Recreation and Park District has contracted Varni Electric to improve lighting around the Japanese School and adjacent ballfields.
President Ron Stefani provided regional context, reporting that Monterey One will go out for a rate study and that the board reviewing Monterey One expects a first decision on the outfall and Cal Am at its next meeting; he said the decision timeline runs from February through the fall of 2026. Stefani also reported that the Salinas Valley Basin Groundwater Sustainability Agency (SVBGSA) received a letter from the Department of Water Resources requesting additional information for a five‑year interim inspection review.
What the board will do next
Staff will continue working on the rate-study RFP and on street-lighting billing/ownership matters with PG&E and the HOA. Staff also said they are waiting for a proposal from Pueblo to proceed with Well #6 development and water‑quality sampling. No further votes or formal directions were recorded on these agenda items at the meeting.
