The council unanimously approved Ordinance 1005 to rezone roughly 12 acres near 4263/4268 South 550 West from commercial designations (C-2/CP-2) to R-5 (multifamily residential) and adopted Resolution 2026-12 authorizing a development agreement for a townhome-style project proposed by Larry H. Miller Real Estate / Destination Homes.
Sean Athea (Larry H. Miller Real Estate) framed the project as an opportunity for owner-occupied, entry-level townhomes in a market lacking that product. Jake Tate (AWA, representing Destination Homes) addressed engineering concerns raised in prior project reviews, describing a layered subdrain system and ‘‘burrito drains’’ (gravel-wrapped sumps) to capture springs on the hillside and pipe collected groundwater to the existing storm system. Tate said the design includes basement walkouts and three-story units only where grade requires it; most units will be two stories.
Councilors asked about height limits, garage dimensions and on-site parking; staff and the developer said garages would be ~20x20 and the project intends to meet city parking requirements (including covered garage stalls and surface stalls). Councilors also discussed access points, pedestrian safety and wildlife (deer) on the hillside; developers plan multiple access points and say they will keep the south hillside area undeveloped to retain vegetation and habitat where appropriate.
The planning commission recommended approval. Councilor Alan Arnold moved to approve Ordinance 1005 referencing staff findings; the motion passed unanimously. Council then approved Resolution 2026-12 establishing a PD development-agreement process with a 12-month timeline for permits and staff oversight during the design phase.
