City Manager Ben Champ told the council the city applied for and was awarded an Emergency Watershed Protection grant through the U.S. Department of Agriculture’s Natural Resources Conservation Service that will cover 75% of the project costs. Champ said the project includes bank stabilization at Spring Creek, culvert improvements at NE 64th Street and work along the Gay Lea Wilson Trail and will require temporary access from adjacent property owners to complete construction.
Champ reported six bids were received at the March 4 bid opening; the minutes record the lowest responsive and responsible bidder as TK Grading and Seeding LLC at $200,593.50. Council approved Resolution #031026-01 to secure temporary easements and Resolution #031026-02 to approve plans, receive bids and award the contract. Both motions passed unanimously, with roll-call votes recorded for Len Murray, Andrew Birch, Konnor Hodges and Mark Konrad.
No construction schedule was stated in the minutes. The council action authorizes staff to proceed with the easements, plan approvals and contract award; the city will coordinate required property access and next steps under the EWP grant terms.
