Vero Beach Planning Board OKs car rental site plan at airport, waives landscaped-island requirement

The Vero Beach Planning and Zoning Board on March 5 approved a site plan submitted by MBV Engineering, Inc. to construct a car rental lot at 3100 Pro Flite Drive, a project that includes a 2,800-square-foot rental building, 2,296 square feet of detail bays and a vacuuming/fueling area on a 5.96-acre parcel.
Senior Planner Gayle Lafferty told the board that the site is designated Industrial under the Future Land Use map and zoned ALI-A1 (Airport Light Industrial District 1). Staff found the proposal consistent with the Comprehensive Plan and the city’s Land Development Regulations, but recommended a modification to the Landscape Code to waive the requirement for landscaped islands in the parking area because of the site’s airport-related parking needs. Planning Director Jason Jeffries explained the modification is being recommended as a public-interest adjustment to accommodate airport operations and parking demand.
Todd Howder, the engineer for MBV Engineering, said the new lot would allow Avis to relocate vehicles from other lots, which he said would free existing parking for public use. Howder told the board the applicant plans to begin the project promptly but must obtain Building Department permits before construction proceeds.
Board member Bethany Fortunato moved to approve the site plan application SP25-000011 “based on competent and substantial evidence,” with Samantha Irvin seconding. The motion passed 4-0, with Fortunato, Martha Webster, Irvin and Vice Chairman T.P. Kennedy voting yes. The approval is subject to conditions outlined in the staff memorandum, including compliance with all applicable regulatory permits and any required mitigation measures.
The Planning Director also announced the April 2 Planning and Zoning Board meeting was canceled and provided brief updates on ongoing planning projects, including LDR review procedures, the Downtown Master Plan, future land use map amendments, the Airport Master Plan and neighborhood comprehensive plan policies. The meeting adjourned at 1:58 p.m.
