The Windsor Unified School District reported to the board on May 8 that it will continue negotiations with Gallagher Community Housing for the Windsor Creek parcel and terminate negotiations with the Town of Windsor.
Superintendent Decker read a report out of closed session stating the district met with representatives of both Gallagher and the town. He said the town's written offer was substantially below the district's appraised value for the land and did not include any affordable housing units. By law the district must give priority to proposals that provide affordable housing for certain parcels (citing Government Code 54222.5), so staff concluded Gallagher’s proposal offers a legally viable path forward.
No action was required from the board that evening; administration said it will continue negotiations with Gallagher Community Housing. Board members invited additional public or stakeholder engagement as negotiations proceed and emphasized transparency about appraisals and evaluation criteria.
A trustee asked whether those two entities were the only respondents during the solicitation period; administration confirmed they were. The superintendent declined to disclose the precise offer amounts out of respect for negotiation confidentiality but reiterated that the town's offer was below appraised value and lacked affordable‑housing commitments that state priority rules require.
The district said it will continue meetings with Gallagher and will report material developments to the board.
