Steuben County Council approves grants, appropriations and transfers including $25,000 PHEP grant and $29,542 re‑appropriation for chase vehicle

The Steuben County Council approved a series of grants, appropriations and budget adjustments at its June 18, 2024 meeting in Angola.
Chief EHS Administrator Alicia Walsh presented a Public Health Emergency Preparedness (PHEP) grant proposal for $25,000; Councilman Rick Shipe moved to approve and Vice President Bill Harter seconded. The motion carried 6–0.
Probation Officer Christian Sallows and Sheriff Rodney Robinson each submitted Department of Justice Bullet‑Proof Vest Grant proposals that are 50% reimbursable. The probation office’s match was reported as $575 and the sheriff’s office estimated the county share at $5,300; both grants were approved unanimously.
County Treasurer Missy Bixler requested a $4,000 intra‑departmental funds transfer to cover part‑time payroll while a deputy treasurer position is vacant; the council approved the transfer 6–0. Sheriff Rodney Robinson also requested an additional appropriation of $6,000 for installation expenses related to the county jail video/camera system; that appropriation was approved 6–0.
Commissioner Wil Howard requested re‑appropriation of $29,541.50 from proceeds of an ambulance sale to purchase a Medic 1 chase vehicle intended to replace a high‑mileage unit; the council approved the request 6–0. Auditor Kelli Johnson submitted Additional Appropriation Resolution No. 06‑2024‑01, which the council approved 6–0.
Auditor Johnson also submitted an inter‑fund transfer request of $311,211.49 from the Ins Admin/Claims fund to Health Ins Claims to cover May 2024 health insurance claims; the minutes record submission of the request but do not record a vote or mover/seconder for that specific line item.
The council additionally reviewed and approved monthly financial reports and meeting minutes for January through March 2024. Most administrative and fiscal items were approved by unanimous votes recorded in the minutes.
