The Board of Regents approved the intermediate design review (IDR) for the University of Nebraska Medical Center’s Infectious Diseases Air Transport Training Facility (IDAT). President Gold said the IDAT will be the first of its kind in the nation and that the project is fully federally funded using congressionally directed spending from the U.S. Department of Health and Human Services (HRSA) and Department of War funding sources.
The board heard that the project will use a construction manager at risk (CMR) delivery method and that guaranteed maximum price (GMP) contracts will be executed only within the approved scope, schedule and budget and will be reported through the standard contract reporting process. President Gold emphasized that the IDAT will require no taxpayer, tuition or other university operating funds at the time of approval.
Board members expressed support for the project’s potential to enhance national preparedness and training. The board voted to approve the IDR and to proceed with contractor selection and GMP processes consistent with Board of Regents policies.
