Pharr proclaims Fair Housing Month and Community Development Week; nonprofits and youth groups showcase programs

The Pharr City Commission read proclamations recognizing April 2026 as Fair Housing Month and the week of April 6–10, 2026 as National Community Development Block Grant (CDBG) Week, and declared an April week in honor of Public Safety Telecommunicators.
Napoleon Colca, identified in remarks as grants director for the housing authority, described the Fair Housing Act (April 11, 1968) and said the local housing authority serves more than 3,200 residents in Pharr through partnerships and direct services. Housing authority leaders, including an interim executive director introduced as Las Arrogera, thanked the commission for its support.
Sandra Regalado and CDBG staff said Pharr has administered CDBG for 32 years and is one of 72 entitlement jurisdictions; staff invited the public to a CDBG 50th anniversary celebration on April 9. Representatives from To Give International described fine-arts education programming supported by CDBG that serves students and families; 11-year-old Sophie Tasek told commissioners she has performed in about a dozen plays and thanked the city for grant support.
Griselda Salinas and Juan Salinas represented Ave Frontera, which the speakers said is a family-centered education program working with UTRGV; they cited institutional data indicating increases in student retention (4–11%) and achievement (11–18%) among program participants and announced a summer AI literacy program for students and families.
The commission also recognized communications staff who operate Pharr’s public safety dispatch center and lauded their role as “the calm in the chaos” for residents calling 9-1-1.
The proclamations were presented, photos were taken and staff invited residents to upcoming community events supported by city departments.
