The committee voted April 15 to declare Lots 13–18 of Block 19 in the original town of Rapid City surplus and to appoint freeholders to appraise the property, a step staff said would enable the nonprofit Passages to pursue expansion.
Becky Drury, a Passages board member, told the committee the organization delivers services for women exiting incarceration and that the proposed expansion would further supportive housing pathways. Councilor Lindsey Secrest and Councilor Steven Temang both voiced support; Secrest asked for a valuation before any deed transfer and thanked the assistant city attorney for a summary of the parcel’s history.
Councilor Bill Evans cautioned that past surplus land transfers had produced outcomes different from council expectations and urged staff to ensure developers and future grantees follow through on commitments. The committee approved the surplus declaration and appointment of freeholders on a motion by Seacrest, second by Evans.
