Obetz council adopts emergency appropriation changes, unanimously rejects proposed 3% income tax increase

The Obetz City Council on Nov. 17 unanimously adopted Ordinance 66-25, an emergency amendment to the city’s 2025 appropriations, and later rejected Ordinance 39-25, a proposed increase in the municipal income tax.
Clerk Stacey Boumis read the title of Ordinance 66-25, which Administrator E. Rod Davisson said covers payroll adjustments, funding for an incubator building and commodity charges for water. Councilmember Guiles Richardson moved to suspend the rules and Todd Gibbs seconded; the motion to suspend the rules and the subsequent motion to adopt the ordinance both passed on unanimous votes.
Later in the meeting Council removed Ordinance 39-25 from the table. The ordinance would have increased the city income-tax rate from 2.5% to 3% effective Jan. 1, 2026, to provide for safety services. Administrator Davisson told council that because the associated levy did not pass, the ordinance should be voted down. A motion to adopt the ordinance resulted in 'no' votes from all six councilmembers and the ordinance failed.
The council also approved routine minutes and ended the meeting after an executive session on economic development.
