The Town of Avon Board of Assessment Appeals granted a 100% Permanent & Total disability property tax exemption to resident Babar Bhatti at its March 2 meeting.
Bhatti appealed the denial of the exemption for the Oct. 1, 2025 grand list under statute cited in the transcript as cgs 12-81(83). The board reviewed Bhatti’s appeal and the controlling statute and concluded he proved his entitlement and had filed the claim in a timely manner with the Board of Assessment Appeals prior to the completion of their duties.
A motion to grant the 100% permanent-and-total disability exemption for the October 1, 2025 grand list was made by Chelsea Ross and seconded by Erin Dawson; the motion passed on a 4-1 vote. The transcript does not identify which member cast the lone dissenting vote.
