Avon ZBA approves front-yard setback variance for 40 Mountain View Avenue addition

The Avon Zoning Board of Appeals unanimously approved a 31-foot variance from the 40-foot front-yard setback on Jan. 16 to allow owners Paul M. Epstein and Naomi H. Centeno to add a first-floor primary bedroom with ensuite and an attached single-story garage at 40 Mountain View Avenue.
Designer Ashley Kidd of Blue Moon Collaborative said the 1918 house already sits wholly in the front-yard setback and that the proposed addition "does not encroach any further on either side yard or the front yard." Kidd said the project will remove an existing three-season porch and rebuild an open front porch about 12 inches further back from the road, and that the garage and new room will remain within the current paved driveway footprint.
The board asked clarifying questions about the driveway limits and the porch setback before closing the public hearing; no members of the public spoke. James McNeely moved to approve the variance and Michele O’Connor seconded; the motion passed unanimously with five votes. Planning and Community Development Specialist Emily Kyle told the owners they will receive an approval letter with instructions to file the variance in the Avon Land Records and that a building permit may be issued once the filing is complete.
The approval allows the owners to pursue construction while meeting town filing requirements. The board characterized the grant as consistent with the regulations’ purposes and not injurious to neighborhood health, safety or welfare.
