Avon staff report Vessel building code issues, $1M open‑space fund priorities and zoning updates due July 1

In other business the PZC heard that State Building and Fire officials require redesigns for the Vessel project's panel/foundation details and hallway ceiling material; the Commission also discussed use of the town's $1M Open Space Fund and upcoming Zoning Regulation updates required by July 1, 2026.
At the end of its March 24 meeting the Avon Planning and Zoning Commission received several staff updates.
Vessel building: Hiram Peck reported two outstanding State reviews: a groove/space in building panels at the foundation that the State Building Official deemed unacceptable and a hallway ceiling material the State required redesigned to meet Code. Peck said third‑party engineering review has been engaged for both items and that the Avonwood Road foundation meets Code; however, further construction on Avonwood Road is paused until the State items are resolved.
Open Space Fund: Chair Lisa Levin asked commissioners to begin discussing how to use the town's $1 million Open Space Fund ahead of the 2016 POCD update. Peck referenced Table 5‑6 of the POCD (21 parcels identified for open‑space preservation) and noted the Town has already purchased the Severni property at 828 West Avon Road. Commissioners suggested collaborating with the Land Trust and watershed groups to identify priorities.
Zoning updates: Peck reported the town must amend zoning regulations by July 1, 2026, to conform with recent State legislative changes and that the town will likely hire the same consultant who completed the most recent zoning rewrite.
Outcome: Reports were informational. No formal votes or funding allocations occurred at the March 24 meeting.
