The Community Advisory Committee (CAC) presented a research-backed set of recommendations intended to reshape how Wyoming City Schools assigns homework and teaches study skills.
CAC presenters described their methodology: a review of district homework policies, a teacher survey (25 responses across grade bands), and a literature review of cognitive-science research (including John Hattie and Harris Cooper, cited in the presentation). The survey suggested teachers most commonly teach test-taking skills, while note-taking, planning and time management were taught less often; 84% of responding teachers indicated openness to changing homework policies if research supports the change.
The CAC distilled research into five recommendations: (1) design purposeful, short homework aligned to one of four learning purposes (practice, preparation, extension, reflection); (2) explicitly teach study skills and executive-function strategies such as planning, chunking and scaffolding; (3) teach generative handwritten note-taking as an overt skill to boost retention and metacognition; (4) align assignments with evidence-based strategies (retrieval practice, spaced practice, interleaving); and (5) support responsible, instructional use of AI — teaching students to use AI to support thinking rather than to do thinking for them and providing distinct guidance for teachers and students.
CAC presenters emphasized that quality matters more than volume, citing concerns about cognitive overload and the need to label assignment purpose for students. They offered concrete classroom suggestions (short, purposeful routines for primary grades, retrieval-practice activities, Cornell-style structured notes) and examples of AI uses for differentiation and accessibility (text-to-speech, leveled texts, quizzes) while urging clear academic-integrity expectations.
Board members asked how much of the recommendations are already practiced in pockets across the district and how to preserve teacher autonomy while establishing consistent district language; presenters said many teachers already use components of the recommendations and suggested the guidance could serve as a district-wide rubric or checklist and as a basis for pilot implementations.
What happens next: the CAC report was presented for the board’s consideration; presenters provided a written report and suggested readings and said they are open to guiding implementation pilots. The board did not take formal policy action at this meeting.
