The motion was seconded and passed by voice vote.
Councilwoman Jones and others said smaller requests such as refreshments for a college‑and‑career event or a fifth‑grade refreshment item could be considered if budgeted, while several members urged that the PTA should ordinarily fund such activities. Councilwoman Cross suggested any discretionary donations should be distributed equitably across schools when appropriate.
The council did not commit general city funds to the $5,000 or $2,000 items; the $500 cake/cup item was specifically discussed as eligible for discretionary contributions by individual members.
Next steps: the council clerk will share a list of alternative community resources and members who wish to donate discretionary funds may notify the clerk. Councilmembers said they plan to consider a standing budget line for modest school support in the next budget cycle.
