Willow Park’s council unanimously approved a resolution on Feb. 10 allowing the city to apply for a Texas state grant that would supply rifle plates and compatible soft armor for every sworn officer.
Chief Lacy told the council the program—originating after the July 2016 Dallas officer murders—offers full funding from the governor’s office. "This grant is for rifle protection armor. It's a 100% grant from the state, meaning we have no matching funds," Chief Lacy said. The department’s application asked for approximately $61,000 to furnish rifle plates (level IV certified front and back) and compatible soft-armor carriers for all sworn positions.
Council action and timeline: Council moved and adopted resolution 2026-19 to participate in the grant opportunity. Chief Lacy said the city would not be notified whether funds were awarded until mid-September; the city must submit the application within a short deadline to remain eligible.
Other details: The chief said vendors are U.S.-made and that the plates would meet NIJ Level IV standards. Grant funds would arrive in a subsequent fiscal year if awarded; the city would not incur matching costs or immediate budget implications if the award is received.
