Templeton CSD board adopts updates to purchasing, credit-card and check-signing policies

The Templeton Community Services District Board of Directors on Jan. 7 adopted Resolution 02-2025 to revise the district's purchasing and finance policies.
Staff told the board the changes serve three purposes: align purchasing thresholds with state adjustments to the Uniform Public Construction Cost Accounting Act, clean up cross-references in the purchasing policy, and update internal procurement controls. Staff also proposed minor changes to the credit-card policy clarifying receipt and reconciliation procedures and recommending that fire captains be eligible for district credit cards for operational purchases when supervisors are not available.
On check-signing, staff explained the current practice requires two signatures for checks and that small, occasional payments (for sports officials and similar vendors) sometimes require a board member to sign in person. Staff proposed increasing a single-signature threshold to $250 to reduce scheduling delays; the board heard staff research showing many youth-sports checks exceed the prior $100 threshold and that $250 would achieve the intended operational relief.
Directors asked clarifying questions about the interaction of state law and district code regarding public-works thresholds; staff noted the district's purchasing policy contains language that allows threshold levels set by state law to apply automatically but that redlines provided to the board also corrected citations so the automatic references apply to the correct policy sections.
The board approved Resolution 02-2025 on a roll-call vote (Directors Logan, Peterson, Mortensen, Tyrone and President Fardanish voting yes). Staff said redlined and clean copies are posted on the district website and will be incorporated into the district's policy manual.
