Templeton CSD appoints three residents to standing committees

The Templeton Community Services District Board of Directors voted unanimously Jan. 7 to appoint three residents to internal standing committees as part of its first meeting of the year.

Staff told the board it had received several applications and recommended appointments for openings on internal committees. The board approved Keith Axon for the Fire and Emergency Management Committee; Eric Marlowe as the primary member on the Water and Wastewater Utilities Committee (and an alternate on Parks and Recreation); and resident Bill Nowinski for Parks, Recreation and Refuse.

The appointments followed a staff summary that the district had invited residents to apply, that a small number of applicants were ineligible because they live outside the district boundaries, and that the board in 2024 changed its policy so resident committee membership includes a single primary voting resident and any additional residents serve as alternates to ease scheduling and quorum issues.

Board members discussed whether to appoint multiple residents to the same committee or designate one as primary and others as alternates. The board noted the bylaws do not require a resident for quorum but said alternating arrangements make scheduling easier.

A roll-call vote recorded Directors Logan, Peterson, Mortensen, Tyrone and President Fardanish as voting yes; the motion passed 5-0. The board and staff said they will follow up with applicants about assignment details and whether alternates will be designated where multiple residents expressed interest.

The appointments will be reflected in committee rosters for 2025 and posted on the district's website, staff said. The board also noted that resident participation has been used for several committees, including a Measure A oversight committee.
