New town manager reports $500,000 trail grant submission and Bandera project coordination

Town Manager Rollins told the council he has focused on projects flagged by the board during his initial weeks on the job, highlighting progress on the Bandera project and related trail work.
Rollins said the town submitted a $500,000 trail grant application and scheduled a Dec. 4 meeting with Guilford County, Piedmont Land Conservancy, NC State and engineers to coordinate next steps on the Bandera project and other trail grants. He said staff and consultants have been meeting to identify value-engineering opportunities and "we don't have an exact number but we did make some progress" toward lowering costs.
Rollins also reported operational work: building inspections, restriping parking lots, meeting with county officials about partnerships, pursuing community-service workers for grounds maintenance, and gathering cost estimates for four town entrance signs with a goal to keep the total under $75,000. He said transition plans include two-week to one-month overlaps for incoming staff in key roles such as the finance officer.
Council asked that safety and DOT permitting questions be brought back before final decisions on trails or parking agreements for new businesses, and members asked staff to provide cost estimates and timelines at upcoming meetings. Rollins said he will present recommendations on the Gordon House (Gordon Hardware/Martin House site), and said he is coordinating across agencies to keep the projects moving while containing costs.
