Planning commission approves PD change to allow storage at Glamper Camper site, reserves other uses for SUPs

The Willow Park Planning & Zoning Commission on Dec. 16 approved an amendment to Planned Development (PD) 83-21 for the Glamper Camper site, allowing storage uses not originally specified in the PD while requiring a special use permit (SUP) and code compliance for any other non-storage use.
Kelsey, a city staff planner, told commissioners the applicant seeks to modify the PD to permit storage uses and to allow additional uses only by SUP: “Staff have reviewed the request and recommend its approval,” Kelsey said. The staff presentation identified the property and noted legal counsel had reviewed the document and was satisfied.
Resident Paul Kenny asked earlier in the meeting whether a red-line markup showing specific text changes was available; staff said only the existing and revised documents were included and that the reasons for the edits would be discussed in the meeting presentation. The ordinance itself also includes standard language that the new ordinance supersedes conflicting provisions.
Commissioners pressed staff on what the PD change would allow. Staff said the amendment would permit larger storage units and similar enclosed storage uses for which the original RV-focused PD no longer matched market demand. Non-storage activities — for example, a shop, batting cage or other active use — would require a special use permit and, if approved, would have to meet building and fire codes and obtain a certificate of occupancy. “If it were to be anything other than storage... it has to come back through PNZ and council in order to approve that,” a staff member said.
A commissioner raised concerns about businesses operating from units around the clock; staff reiterated that such operations would be subject to SUP review and code compliance. Following discussion, a commissioner moved to approve the amended PD as presented; the motion was seconded and recorded as "all in favor." The commission then adjourned.
The amendment permits the owner to use the site for broader storage purposes; any future conversion to active commercial or assembly uses would require separate discretionary approval, code upgrades and permitting.
