The Wayne City Council approved Resolution 2026-33 to contract with JEO for consulting services to plan the future use of the property at 1100 East 10th Street.
Wes explained that the city received three proposals (JEO, Carlson West, CMBA) and that the selection committee preferred JEO for its stronger community-engagement approach, even though JEO's cost ($30,000) was higher than the lowest bidder. The city will provide a matching amount of $15,000. Council and staff said the work will focus on community outreach (surveys, pop-up events and focus groups), steering-committee meetings and a preliminary study to be available for the council's November retreat.
Wes and Beth said the deliverable timeline requires a preliminary proposal by Nov. 30 so the council can review it at the retreat; staff said JEO will produce community surveys, pop-up events and focus groups as part of the engagement plan. Council adopted the resolution by roll call.
