Wayne awards recycling and trash center contract to Waste Connections at $2,000/month

The Wayne City Council adopted Resolution 2026-32 to accept a lease proposal and award a contract to Waste Connections of Nebraska to operate the Wayne Recycling and Trash Center under a three-year agreement.
Dean (staff) said the city received a single proposal from Waste Connections — the successor to Gil Hauling — and recommended a three-year term with rent increased to $2,000 per month (up from $1,000 in previous agreements). Dean said the operator will be responsible for equipment and interior work, will reimburse the city for insurance and pay utilities, and will maintain the facility for 28 hours of operation (matching current operations).
The contract retains the city's rights to a smaller storage unit on the property and the fenced yard; either party may terminate the agreement with 90 days' written notice. Council discussed past contract lengths and said a three-year term represented a compromise between shorter and longer options. The council approved the resolution unanimously by roll call.
Staff said Waste Connections will also continue some recycling services (including providing space for Boy Scouts recycling drives) and that the operator may adjust pricing to offset the higher rent.
