Pike County fiscal court approves contracts, easements and grant-funded cleanup bids

Pike County’s fiscal court approved a series of routine contracts, easements, grant-funded cleanup bids and personnel actions during its May 5 meeting, carrying out a cluster of administrative and procurement tasks that the court said support local services and infrastructure.
On roll-call votes the court appointed Penny Burke as temporary clerk and approved the minutes of the April 21 meeting. It authorized execution of a court facilities reimbursement form for fiscal year 2027, which staff said will allow reimbursement for work at the judicial center.
The court approved a lease for a parking lot with Freeburn Church of God and awarded an operation contract for the Freeburn swimming pool to Builder Construction. It also contracted with Haley McCoy to operate the John R. Phillips Memorial Park pool. For the Paint Creek ATV trail system the court approved a recreational license agreement with Barry Sullivan and granted perpetual easements to Charles Dixon Sr. and Charles Dixon Jr.
The court adopted a resolution under House Bill 500 to pursue $2 million for road and bridge repairs and accepted grant-funded bids to clean three illegal dump sites (bid #22-2026): Smith Striping and Sealing for sites 1 and 2 (total $7,500) and Bill Tur Construction for site 3 ($18,000). Officials said those projects will be paid by a state grant.
Treasurer’s business approved by the court included a check for $819,612.50 to Ryan and Incorporated Central for Landfill Phase 6 construction draw #2 and $106,083.89 to the Kentucky Department for Local Government to transfer recaptured funds. The court also authorized travel and training expense payments for multiple employee workshops.
Personnel motions approved on roll calls included moving Brady McCowan from seasonal labor to Labor Special Crew (effective 4/8/26), terminating Danny Ellis Casey (effective 4/28/26), moving James Thacker to heavy equipment operator (effective 5/3/26), hiring Andrew Wolford as carpenter’s helper (effective 5/10/26), and reclassifying Donetta Rutherford (effective 5/10/26).
The court declared a flood-damaged fire truck at the Marbon fire station a total loss and authorized transfer of the vehicle to the local fire department for disposal or handling.
All motions recorded in the meeting were carried by roll-call votes with the four members present unless a specific abstention or absence was recorded.
