Board gets detailed update on Percy Julian construction and district facilities

District construction and facilities leaders gave trustees a multi-site update during the work session on May 12. The Percy Julian High School project was reported at roughly 35 percent complete, with the contractor describing progress by building area: interior CMU, structural steel, roof decking, mechanical and fire-piping rough-ins, plumbing at roughly 50% in some sections and electrical/plumbing rough-in percentages varying by area. The contractor projected substantial completion in January 2028.
The board heard that section-specific work is ongoing: structural steel and metal decking in instructional wings, grand staircase installed in the cafeteria area, slab-on-grade poured in high-bay athletic areas, underground plumbing for the auditorium, and foundations and underground utilities for the fieldhouse. Staff provided photographs and aerial renderings to illustrate progress.
Capital work beyond Percy Julian was also discussed. A DCM contract is fully executed for the new Capitol Heights Middle School, with a notice to proceed slated for May 27 and an upcoming mobilization. District staff reported minority-participation metrics for current contracts (about 21% for construction and 36% for professional services) and agreed to provide a listing of subcontractor names and percentages to the board on request.
Facilities staff reviewed numerous active projects across the district: Davis and Danley elementary HVAC renovations (phase schedules targeted over the summer), Carver High turf/track replacement nearing substantial completion, roof replacements at Forest Avenue and South Lawn in progress, and the JAG High painting, flooring and elevator renovation work. Mr. Anderson also described a planned purchase of approximately 14.3 acres adjacent to Brewbaker Technology Magnet High School at half the appraised value to expand athletic facilities; appraisal and Phase I work have been completed.
Board members asked for follow-up material — a minority-participation company list, firm timelines for HVAC and roofing work, and confirmation of bid schedules for elevators and the fieldhouse — and staff committed to provide those details.
