District updates: Loxley substantial completion, inspections, modular units and vandalism at Jubilee

Jubilee experienced vandalism that temporarily prevented work in some areas; the sheriff's office investigated and custodial crews cleaned and restored space over that weekend.
Board members also asked about roofing and insulation issues at several campuses; staff said they are evaluating cost‑appropriate solutions and coordinating with architects and project teams.
