Blair council approves cameras, engineering amendments, road maintenance and updated permit fees
Summary
In a batch of routine but substantive items, the council approved network equipment and cameras for police, park and City Hall; engineering amendment for the Highway 75 pump station; awarded a crack-sealing contract; and adopted broad updates to building, zoning and inspection fees (Resolution 2025-130, 2025-132–2025-136, 2025-134–2025-135).
The Blair City Council on Nov. 25 approved several budgeted purchases and project contracts and adopted code changes to update permit and inspection fees.
Network equipment and cameras: Mr. White presented a proposal to buy network components and security cameras for three priority locations—Police Department, Lions Park and City Hall—citing budgeted funds and supply-chain delays as the reason to order ahead; the finance committee recommended approval and the council adopted Resolution 2025-130.
Risk and resilience assessments: Staff recommended agreements with JEO to prepare the federally and state-required Risk & Resilience Assessment and Emergency Response Plan for the water treatment plant (quote $7,965) and to create a wastewater plant plan (quote $22,800). Committees supported the work and the council adopted Resolutions 2025-132 and 2025-133.
Highway 75 pump station: Mr. Heaton described Amendment No. 2 with HDR Engineering to revise designs for fiber communications, valve work and coordination with potential adjacent development; the amendment added $8,152 and moved the contract to a not-to-exceed $151,992. The council adopted Resolution 2025-134.
Crack sealing bids: Two bids were received for crack sealing on Highway 75. The low bidder—who performed similar work last year—submitted a combined low bid of $70,143; a second, more-local bid was approximately $143,000. Transportation committee recommended the lower bidder; the council received bids on file and adopted Resolution 2025-135 to proceed.
Permit and zoning fees: Phil Green reviewed a red-line update to the Blair Municipal Code to add plan-review fees, stormwater review and silt-fence inspection fees (residential minimum $50), commercial plan-review percentages, deferred submittal charges, annual grease trap and backflow inspection trip fees ($35), and industrial/commercial mechanical inspection fees tied to valuation. The judiciary committee supported the updates and the council adopted Resolution 2025-136 to amend permit, license and application fees.
