Blair Council approves $1 million short-term loan to bridge airport land closing

The Blair City Council voted Nov. 25 to approve a short-term loan agreement (Resolution 2025-137) authorizing the city to provide up to $1 million in revolving credit to the Blair Airport Authority to bridge reimbursements tied to an imminent airport land closing and related projects.
City staff said the airport is ready to close on property costing about $800,000 related to a runway-extension project and that federal and state grants are in place to reimburse most costs. Phil Green explained that many federal grants require the city to pay vendors first and then submit documentation for reimbursement (commonly 90%–95% back from FAA depending on the grant). The loan is intended as a temporary cash-flow bridge during the current fiscal year; staff said they will not maintain this city loan beyond the fiscal year and expect to move to bond anticipation notes and longer-term financing next summer.
Council members sought assurances about oversight and guarantees. Green said the FAA funds for the land purchase are already allocated and held in the federal account; he offered to circulate monthly draw notifications to the finance committee and said the airport authority board would be kept informed of draws.
Council Member Banner introduced the resolution and the council adopted it unanimously. The loan agreement passed with direction that staff share draw requests and balances with the finance committee; the council did not take additional financing steps at the meeting.
The action is a municipal internal loan to an authority to support capital projects while awaiting reimbursements; documentation and any future bond anticipation notes remain to be prepared by staff and auditors.
