The Planning & Zoning Commission on May 20 voted to make a favorable report to the City Council under Connecticut General Statutes Section 8‑24 for the proposed lease and potential future sale of 105 Summer Street, a 4.4‑acre city‑owned parcel in the downtown district that contains remnants of factory buildings destroyed by a 2025 fire. The site is currently occupied by Industrial Saws, which the city foreclosed on and now proposes to lease back to the tenant with an option to buy.
Staff noted the property is a pre‑existing nonconforming manufacturing use permitted to remain in the downtown district, and recommended the lease/sale would be consistent with the city’s Plan of Conservation and Development goals to revitalize adaptive reuse of old factory properties and retain existing businesses. The commission’s favorable recommendation was unanimous.
What happens next: The City Council will consider the commission’s 8‑24 report as it deliberates the proposed lease and sale; the staff memorandum suggested a future lot‑line revision with an adjacent city parcel to enable redevelopment.
