The Planning & Zoning Commission on May 20 conditionally approved a modification at Hillside Cemetery, 76 Walnut Street, that will add about 711 square feet to the existing maintenance building, create a roughly 1,700‑square‑foot equipment storage building, expand parking and add ADA and stormwater improvements.
Architect Alan Parody said the project is intended to separate occupied office functions from equipment storage and to provide an accessible route from regraded parking areas. The design adds accessible parking, regrades a low spot near the building that previously caused water to flow toward the structure, and incorporates a trench drain and an oil/water separator to capture runoff from equipment bays.
Planner Jeremy Lifer’s memo recommended approval of the building additions but flagged a title/ownership question about a paper street labeled "Avenue B" that intersects the property. The regulation requires a 25‑foot front‑yard green space; if Avenue B is not cemetery property, some proposed parking would lie within that setback and would need to be redesigned or the city must provide documentation of abandonment/ownership. The commission approved the buildings and site improvements with conditions: submit documentation of Avenue B ownership or revise parking outside the 25‑foot front yard setback; update planting plans and species; secure required permits and building approvals; maintain anti‑tracking measures; and confirm ADA parking grades and signage.
What happens next: The applicant must work with staff to resolve ownership or abandonment of Avenue B. If cemetery ownership of Avenue B cannot be confirmed, portions of the parking plan must be revised before final permits are issued.
