City approves GIS services agreements with county assessor and BHA; initial contracts total roughly $230,000

The council adopted a resolution authorizing the city manager to execute two separate agreements to provide and maintain a Mountain House geographic information system (GIS).

Staff presented the item as a two-part approach: an agreement with the county assessor's office for an initial amount of $110,000 and an agreement with Bruce Harrison Associates (BHA) for an initial $120,000, with optional two-year extensions that could increase each contract (staff described an assessor-extension increment of $50,000 and a BHA option increment of $80,000). The presenter said the two agreements are "complimentary to each other" and will support both ongoing county-aligned data and specialized on-call GIS services.

Council members pressed staff on staffing and future costs; staff said the county uploads data monthly and BHA would provide on-call technical support while the city assesses whether to hire in-house GIS staff later. The presenter described anticipated benefits: streamlined permit review, interactive public parcel and zoning tools, and field-data updates for assets such as water meters and hydrants.

Council Member Disco moved approval; Green seconded. The council then took a roll-call vote and the motion carried unanimously (Disco, Green, Harrison, Vice Mayor Tingle and Mayor Sue voting yes). The adopted action authorizes the city manager to execute the agreements, implement minor modifications as needed and carry out the purpose and intent of the resolution.

The staff presentation said initial combined contract amounts total roughly $230,000 with optional two-year extensions that could bring a combined longer-term figure to about $360,000; staff said detailed costs and funding sources will be returned to council if further appropriation is required.
