Staff explained R3 permits site-built single-family detached dwellings, while R5 allows manufactured homes and duplexes in limited circumstances; the petitioner, John Subtles, said his intent is to build one duplex. "If that's all I can do, that's I'm just doing one," Subtles said during his remarks.
Calhoun told commissioners water and sewer service is available in the city and that the surrounding area already includes multifamily development, making R5 an acceptable transitional zoning type. No speakers registered opposition. The commission moved, seconded and approved the recommendation; staff will forward the recommendation to the city for final action.
