At a workshop presentation the board reviewed a concept plan for a North Rochester Road subdivision (working name: Wheeler Estate) that would keep the existing house, add four single-family homes and a four-unit multifamily building — roughly nine dwelling units total — served by a private road and cul-de-sac.
The applicant’s representative described two wetland crossings that together are under 10,000 square feet and therefore would pursue a tier-one wetland permit. The concept includes a detention area in the cul-de-sac to capture runoff from an 80-foot change in elevation across the site, proposed forested buffers and private leach fields and wells. Board members and staff raised engineering questions that will be required before formal acceptance: culvert sizing and invert specifics, appropriate pavement thickness for a private road carrying emergency vehicles, NFPA guidance that a fire apparatus turnaround or intermediate turnaround be provided for long driveways (generally every 500 feet), and whether the multifamily access will require additional turning or parking accommodations.
Members asked the applicant to provide more detailed plans for culverts, pavement sections and lighting and to coordinate a review with the fire chief regarding access, turnarounds and hydrant or alternative fire-suppression strategies. The board treated the presentation as conceptual and outlined steps the applicant should take before seeking acceptance.
