Mayor says Colombian Square improvements nearly done; town plans zoning upgrades to spur redevelopment

Mayor Headland reported the Colombian Square intersection improvement project is approximately 90% complete as of March 2025 and said full completion is expected by the end of spring 2025. "We should have full completion no later than the end of the spring season of 2025," she said.
She said the streetscape project cost the town about $11 million and was paid for with OPERA funds. "That project has cost the town about $11 million. Luckily, we utilized opera funds for that project," the mayor said, adding that without that funding the town likely would not have completed the work.
The mayor said the town is preparing zoning upgrades for Colombian Square and wants to leverage the public investment to attract private development. She pointed to 88 Pleasant Street, a former bank building that was demolished and replaced with a four-story mixed-use building with retail on the first floor, as an example of the kind of private investment the town hopes to encourage.
Mayor Headland indicated zoning changes and streetscape improvements will be discussed and debated in the spring and early summer. The update did not include formal adoption of zoning changes; next steps appear to be public discussion and formal proposal development.
