Committee weighs an "incubator" funding track to help small nonprofits compete in NOA process

Arlington DHS staff (Caitlyn/Caitlin) reviewed changes made to the NOA evaluation process in the prior cycle and proposed a new limited "incubator" or seed funding track to improve access for emerging or smaller organizations that lack the administrative capacity to compete in the main funding pool.
Staff framed the incubator track as a way to preserve the main funding pool while creating a capped, lower‑threshold option for programs that demonstrate community relevance but limited experience. Committee members debated whether organizations should self‑select into the pool or be vetted, what objective criteria would qualify applicants (organization size, program maturity, proven past performance), and whether the incubator grants should be smaller, time‑limited mini‑grants focused on capacity building rather than immediate service delivery.
Concerns raised included administrative burden (staff capacity to oversee many small grants), clarity on whether incubator recipients could later compete for larger awards, and how to measure success. Several members recommended coupling a small dedicated pool with proactive technical assistance, pre‑application vetting and clear guardrails for funding size and reporting.
Staff said they will draft options for the committee to review when the NOA is discussed in June and aim to release the NOA in early July; the committee agreed to further refine eligibility and oversight mechanisms prior to the NOA release.
