Council agreed to schedule further negotiations that include Sawyer, Kirby and city staff to clarify the wheeling fees, reciprocal billing options, and the long-running back-and-forth that participants said had been delayed for 12–14 years. Staff were asked to bring clear cost estimates and contract language to the next meeting so the council could consider options such as separate wheeling fees to the tank vs. connection points.
