Council reopens 2026 budget, approves transfers but blocks fitness pad from funding

Roosevelt City Council reopened the 2026 budget on April 27 and approved multiple transfers and revenue recognitions, but removed a proposed exercise/fitness pad from the package.
City manager Ryan presented the reopen to add revenue collected from a community event, reallocate previously budgeted irrigation funds and recognize several small grants and capital adjustments. "We're just bringing in the 16.5 (revenue) and paying it out," Ryan said, summarizing the simplest item; he explained larger reallocations included moving $90,000 originally budgeted for an irrigation expansion to purchase new equipment for the golf course.
Council reviewed smaller grant adjustments tied to Homeland Security and liquor-control dollars, and a $10,000 transfer to repair animal shelter walls because of mold concerns. "We already had it; we just transferred it over," Ryan said of several reclassifications.
The most contested item was a National Fitness Campaign offer: the campaign would provide $35,000 toward an exercise pad, but staff reported a full installation estimate that amounted to roughly $320,000. "If the grant was $265 and the city came up with $35, then I'd be like, yes," one council member said, urging caution because community feedback favored a splash pad rather than the proposed equipment.
A motion to approve the reopened budget with the exception of the exercise/fitness pad passed by voice vote; the record shows the council approved the reopen but did not authorize funding for the pad. The council opened the public hearing and, seeing no public commenters, returned to regular session before voting.
Next steps: staff will post the amended budget actions and continue to work on the larger capital items (sewer line transfers, clubhouse repairs, and equipment purchases). The council asked staff to refine procurement-policy language about accepting and administering small donations and grants.
The council adjourned after routine committee and manager reports.
