Planning staff report multiple grant pursuits, SALDO review and stormwater work

On April 21, 2026, Venango County Regional Planning Commission staff updated the board on several grant pursuits, local permitting coordination and plans to seek funding to update the county stormwater plan. Executive Director Joshua Sterling briefed members on the status of multiple grant programs administered by the commission.
Deputy Director Jenna Dillion told the board she recently met with Sandycreek Township representatives to discuss their Subdivision and Land Development Ordinance (SALDO) and logistical steps for delegating plan review to the County SALDO. She said staff have received requests for letters of support for projects seeking external funding, including requests related to Venango County Public Safety radios, renovation work at the Oil City Civic Center’s National Transit Building, and the Northern Venango County Comprehensive Plan. Dillion reported two land-development applications were currently under review and two had received conditional approval. She also stated that staff reviewed and approved 36 stormwater applications.
Geospatial Analyst Alexandria Shreffler said the fee schedule the board recommended is under review by the County Commissioners and staff are collecting additional information. Shreffler outlined plans to pursue grant funding to update the County Stormwater Management Plan, adopted in 2015, and described takeaways from her recent attendance at the Pennsylvania GIS Conference about public-facing permitting tools and data-access projects.
Board members did not take a formal vote on new policy in response to the reports. The Commission will await further direction from the County Commissioners on the fee schedule and staff said they will continue seeking grant opportunities and return with more detailed proposals if funding becomes available.
