Angela Adams, board president of Pine Bluff Downtown Development, told council the funds would support small-business recruitment and retention, façade and streetscape improvements, events and promotional work intended to attract visitors and private investment.
Council discussed whether the increase is a one-time adjustment to the 2026 budget or should be rolled into future budget cycles; the sponsor said the city will consider ongoing funding in the regular budget process.
